After several tries, left out the bezel and could see the arm pivot coming loose. Clamped in vise and tightened. Still no lock. Could now see the arms not coming high enough to engage; looked like their angle was wrong. On their site, look for "Tech Tip - PL1300 not Locking", which says the angle is wrong. Remove spring, pry out lever arm. Clamp in vise and spread, as they show in their diagram. If you don't spread far enough, it will still not lock. If you spread too far, you cannot engage the lock. By leaving out the plastic bezel and holding it in place in the tailgate, you can get a visual read on how far to spread the arms.
Did GMC/Chevy make a change? Or did Pop&Lock miss the boat? No way to know, but that metal is thick so you had better have a vise available.
Some final interference between the plastic handle and this lock, so that the handle does not fully recess. Doesn't seem to hurt anything, but shouldn't have happened.
Update: After many tries, it did not work reliably. If your first few bending tries don't work, you probably won't get there. Contacted customer support. The quickly sent me another, which was pre-bent for this exact vehicle. Worked first time and every time.
